A 2/3 Increase is NOT Needed
BELMONT, MA — Today, Elizabeth Dionne, candidate for State Treasurer, strongly criticized incumbent Treasurer Deb Goldberg for pushing a two-thirds increase in the Massachusetts Lottery’s advertising budget during an election year.In testimony to the Legislature, Treasurer Goldberg requested $4 million in additional funds for the lottery, including a significant boost to the advertising budget that would bring it to roughly $10 million from its current level of $6 million. Goldberg claims this is needed to maintain market share in an increasingly competitive gambling environment.“As Treasurer, you must always put taxpayers first -- not political positioning,” said Dionne. “Seeking a major advertising budget increase in an election year raises serious concerns about priorities, accountability, and ethics. We need fiscal discipline, not an expanded political megaphone.”Dionne noted that Massachusetts has seen problems in the past when state advertising was used in ways that crossed ethical lines. In 2012, former Massachusetts State Treasurer Tim Cahill was indicted on public corruption charges for allegedly using taxpayer-funded lottery advertising to support his campaign for governor. He used roughly $1.6 million in lottery ad funds in a way that prosecutors said benefited his political ambitions (Cahill was never convicted and
ultimately paid a $100,000 civil penalty.)“We cannot afford to repeat past controversies where state officeholders were accused of blurring the lines between public duty and political campaigning,” continued Dionne. “Voters deserve transparency and accountability, especially when it involves public resources and political timing.”Dionne emphasized that expanding advertising costs should be evaluated on merit and fiscal impact, not election cycle dynamics. She urged legislators to reject any funding increase that could be viewed as an attempt to enhance political visibility rather than responsibly steward taxpayers’ dollars.“The Treasurer’s role is to safeguard the Commonwealth’s finances — not leverage them for political gain,” added Dionne. “For Goldberg to claim that our state must increase advertising dollars to compete with gambling firms is just plain wrong. Goldberg’s Fingerprints Are All Over Scandal
BOSTON, MA — Today, Elizabeth Dionne, candidate for Massachusetts State Treasurer, called on Attorney General Andrea Campbell to immediately launch an independent investigation into troubling allegations involving the Cannabis Control Commission (CCC), following a Boston Globe report detailing claims of insider access, regulatory favoritism, and prolonged inaction on a whistleblower complaint.The Globe report outlines serious accusations from a former employee of cannabis retailer Greatest Hits, including claims of illegal cultivation practices, the use of underage workers, and assertions that company executives boasted of close ties to former CCC Executive Director Shawn Collins. According to the whistleblower, these relationships were described as providing protection from regulatory scrutiny.Collins was Goldberg’s Assistant Treasurer before joining the CCC as Executive Director. The close relationship between Collins and Goldberg contributed to Goldberg’s false accusation of racism against Shannon O’Brien and wasting millions of taxpayer dollars to pursue a personal animus vendetta.“The Globe’s reporting raises deeply concerning questions about the integrity, transparency, and accountability of one of the Commonwealth’s most important regulatory bodies,” said Dionne. “Massachusetts residents deserve to know that our cannabis industry is being overseen fairly, without favoritism or political influence. BOSTON, MA — Today Elizabeth Dionne, candidate for Massachusetts State Treasurer, issued the following statement in response to sweeping legislative reforms that will dissolve and restructure the Massachusetts Cannabis Control Commission:“The Massachusetts Legislature is taking the extraordinary step of dismantling and rebuilding the Cannabis Control Commission, entirely removing Treasurer Deborah Goldberg from any oversight responsibilities. This is a direct result of years of meddling and mismanagement by Treasurer Goldberg.Since its inception in 2017, the Commission has been under Treasurer Goldberg’s direction. During that time, it has been plagued by dysfunction, internal conflict, and favoritism that have harmed small businesses and consumers. The resulting chaos has compelled Treasurer Goldberg’s own party to step in and fix the system. In 2024, Inspector General Jeffrey Shapiro called for the “rudderless” and “beleaguered” Commission to go into receivership. In 2025, House Speaker Ron Mariano called the Commission a “trainwreck”, and a unanimous House voted 153-0 to wrest oversight away from Treasurer Goldberg.Again, this didn’t happen overnight. It is the culmination of nine years of failed leadership by Treasurer Goldberg that has undermined public trust and hurt businesses trying to follow the law. The Legislature’s action to reduce the Commission from five members to three, remove the Treasurer’s appointment authority, and place full responsibility with Governor Maura Healey is a clear vote of no confidence in Treasurer Goldberg.Even more troubling are the controversies surrounding Goldberg’s unlawful removal of Chair Shannon O’Brien. In order to protect her close associate, Shawn Collins (now accused by a whistleblower of favoritism toward preferred cannabis operators), in 2023 Goldberg falsely accused O’Brien of racism. Goldberg then wasted over $1M in taxpayer funds on outside legal counsel, as O’Brien sought legal relief to restore her good name. In September 2025 Judge Robert Gordon ruled that Goldberg’s racism claims were “built on a house of cards” and restored O’Brien as Chair of the Commission, with two years of back pay and benefits.Goldberg has repeatedly demonstrated serious lapses in judgment and governance. These kinds of missteps have distracted from the Commission’s core mission of ensuring public safety, procedural transparency, and a fair marketplace.Massachusetts was once seen as a national model for cannabis regulation. Today, it is an example of what happens when leadership fails.This moment should serve as a wake-up call: we need a new leader in the Treasurer’s Office who will restore integrity and effectiveness to our state’s financial and regulatory institutions.As State Treasurer, I will ensure that oversight boards are managed with professionalism, transparency, and accountability.
